Mr. Emmy Agaba Rubondo, the Chairperson of LC3 Buyanja Sub County in Rukungiri District, has criticized the government for insufficient sensitization and frequent amendments to the Parish Development Model (PDM) SACCO guidelines, which he claims are impeding progress.
He delivered these remarks on Thursday, August 8, 2024, while concluding the Annual General Meeting of Sub County and Town Council Parish Development Model SACCOs held at both entities’ premises in Buyanja Town Council. The meeting aimed to advocate for a scheduled Annual General Meeting for the respective SACCOs.
Rubondo reiterated that frequent guideline changes, combined with inadequate sensitization, have led to mistrust, politicization, and confusion among the public.
Pius Oneck, the Rukungiri District Production Officer, urged PDM SACCO officials and clients to focus on transparency and proper registration to ensure clear transactions.
Caroline Atuhaire, the Rukungiri District Senior Commercial Officer, called on attendees to share the knowledge gained from the meeting with their communities.
Milton Muhwezi Buhe, a committee member of the Rwakirungura PDM SACCO, expressed dissatisfaction with the exclusion of SACCO leadership from benefits, despite their voluntary service to beneficiaries.
Penelope Kobusingye, a beneficiary, revealed issues with the misuse of funds considered government-provided and noted that some beneficiaries are struggling to repay them.
Augustine Tumusime Mpora, the Chairperson of the PDM SACCO in Nyakabungo, expressed disappointment over the situation of young girls marrying into distant areas, married women separating, and individuals dying with funds, while the government claims members are sureties.
