Residents of Buhunga Parish, Buhunga Sub County, Rukungiri District are considering legal action against UMEME, the electricity suppliers in the Rukungiri Branch, if they do not receive a satisfactory explanation regarding measures to address the reported extortion by workers.

In 2020, Sofia Kaharuza paid 800,000 shillings to the then grid network constructors to install a 3-phase line for her maize milling machine. However, after the installation, the equipment was taken away. Unable to operate her maize milling machine, she opted to rent out the space. Later, on October 23, 2023, two men claiming to be sent by the Umeme office in Rukungiri arrived to connect her. They demanded 130,000 shillings for materials, but their legitimacy was questioned by Venansio Byarugaba, an electrician, leading to their escape.

During their escape, one of the individuals was caught, and a file containing electricity user names in the area was dropped, which was subsequently taken to the Buhunga Sub County Police post. The matter was later reported to the Rukungiri Central Police station on file CRB 1343/23, citing charges of criminal trespass and impersonation.

Efforts for reconciliation were made by Umeme’s Operations Manager, Muhwezi Patrick, and Mark Tumuranzye of Markson Electronics Rukungiri, offering to refund the 130,000 shillings through mobile money. However, residents refused reconciliation and escalated the case.

On November 28, 2023, police investigators from Rukungiri Central Police station visited the area, recorded statements from affected individuals, including Sofia Kaharuza, Mugabe Passy, Lova Kyoojo, and Rwandegye JohnBosco.

Venansio Byarugaba emphasized the need for a satisfactory explanation of mitigation measures or else they would pursue court justice. Sofia Kaharuza expressed the residents’ desire for compensation for the damages incurred, indicating their readiness to seek court justice if necessary.

Benon Kyarisiima, the District Councilor representing Buhunga Sub County, disclosed that over 20 families have been affected by the extortion. He stated that district authorities are handling the matter, with expectations of a general meeting soon. If the explanations provided are not satisfactory, they are prepared to seek court justice.

Rukungiri Resident District Commissioner Steven Nsubuga Bewayo mentioned ongoing arrangements for a general meeting next week to address the matters comprehensively, urging residents to exercise patience.

As of the current press time, attempts to obtain comments from Umeme offices and the police have been unsuccessful, as calls were not being answered.
