Steven Nsubuga Bewayo, the Resident District Commissioner of Rukungiri, on November 10, 2023, refused to inaugurate the finalized Bikurungu Town Council offices and the construction of market stalls. Bikurungu Town Council had received 100 million for the completion of the new Town Council offices and over 343 million for the construction of a central market, a project assigned to Tical Construction Company.
During the planned launch, a team of District officials, including Steven Nsubuga Bewayo, Geoffrey Kyomukama (Chairperson LC5), and Agaba Hillary (Deputy CAO), arrived at Bikurungu Town Council. However, they discovered that key technical staff from the Town Council, namely Town Clerk Wilber Nayebare, Physical Planner Mugume Darlison, and Town Engineer Karamuzi Alex, were absent without notice. In response, the officials declined to proceed with the launch until further notice.
Concerns were raised by Bikurungu Town Council residents, with Sunday Rwakinwa suggesting that the town’s officials might be hindering development. Wallen Kajuna, the Chairperson LC3 of Bikurungu Town Council, mentioned that they have petitioned the Permanent Secretary to regulate the Technical Leadership of Bikurungu Town Council, expressing worry about the situation.
Apologizing for the conduct of the absent technical staff, Agaba Hillary promised corrective action and urged residents to embrace the Parish Development Model. Geoffrey Kyomukama commended the political leadership of Bikurungu Town Council for transitioning from conflict to calm and encouraged unity for effective service delivery.
Steven Nsubuga Bewayo, the Rukungiri Resident District Commissioner, disclosed that Bikurungu Town Council received the highest share of over 620 million in the current financial year. He cautioned the contractor to ensure quality construction, noting concerns about the Town Council offices being built below the standards for public buildings, with a thickness of 6 inches instead of the required 9 inches.
