The Deputy Chief Administrative Officer (DCAO) for Rukungiri, Hillary Agaba, has challenged newly elected leaders to avoid mixing politics with service delivery in order to achieve successful leadership.
He made the appeal today, May 21, 2026, while presiding over the swearing-in ceremony of councillors at Kebisoni Town Council in Rukungiri District.
Hillary Agaba successfully officiated the swearing-in ceremony at Kebisoni Town Council, where the previous Speaker, Sam Karuru, was re-elected unopposed. However, a planned swearing-in ceremony at Buyanja Town Council was postponed following disagreements during the Speaker election between Anthony Nshoborokirwe and Henry Tumusiime. The two candidates tied with 14 votes multiple times and failed to agree on a deciding process, prompting the presiding officer, Hillary Agaba, to postpone the ceremony to tomorrow, May 22, 2026, at 10:00 a.m.
Hillary Agaba challenged the council members to put politics aside and focus on improving service delivery for the benefit of their electorate.
The newly elected LCIII Chairperson of Kebisoni Town Council, Leonard Muhunguzi, appreciated the achievements of the previous council, which was recognized for quality service delivery, particularly in the Micro-scale Irrigation Scheme. He pledged to focus on value addition to improve household incomes and promote economic transformation.
The retained unopposed Speaker, Sam Karuru, thanked council members for their unity and cooperation, which enabled effective leadership. He pledged to preside over council proceedings with impartiality and fairness.
Councillors Aboni Akankwatsa of Central Ward and Winnie Kabasharira expressed commitment to improving service delivery, particularly in water access, road opening, and electricity supply.
The Town Clerk of Kebisoni Town Council, Adrine Keshaaha Nyetume, commended the previous council for its commitment to service, which contributed to development in the area. She encouraged the new council to emulate their predecessors.
The Office of the National Chairman Coordinator (ONC) for Kigezi Region and NRM Chairperson for Kebisoni Town Council, Akampa Rugambwa, urged leaders to embrace the President’s agenda of fighting corruption and maintaining commitment to service delivery to ensure citizens benefit from government programs.
The council elected Sam Karuru as unopposed Speaker, deputized by Ivan Akankwatsa. The Mayor appointed Fazila Agaba as Deputy Mayor, Winnie Kabasharira as Secretary for Social Services, Judith Katusiime as Secretary for Production, and Kasana Moses as Secretary for Finance.
