Following recent concerns from Rukungiri youths alleging discrimination in accessing benefits under the Parish Development Model (PDM), the Resident District Commissioner (RDC) of Rukungiri, Steven Nsubuga Bewaayo, has urged them to form enterprise groups and actively participate in the program rather than complaining in the background.

The RDC dismissed claims of discrimination, stating that many youths have failed to follow the required guidelines, particularly the formation of enterprise groups, which is a key requirement for accessing PDM funds.

He criticized the approach taken by the youths, emphasizing that his office is always open to address concerns. However, he noted that many people choose to complain in private instead of seeking direct assistance from the relevant authorities.

Bewaayo encouraged the youth to be proactive, form enterprise groups, and apply for the available funds, stressing that the money is meant for all Ugandans who meet the requirements. He added that it is not his role to compel them to organize themselves but rather to guide and support those willing to participate.

On the issue of bribery, the RDC reiterated that he has repeatedly warned Community Development Officers (CDOs) and parish chiefs against engaging in corrupt practices. He urged anyone who has been asked for a bribe to report the matter to his office so that action can be taken against those involved.

Bewaayo further stated that both individuals who demand bribes and those who agree to pay them are complicit in corruption. He advised victims to report such cases before making any payments to ensure that the perpetrators are apprehended.

Meanwhile, the acting Rukungiri District Commercial Officer, Caroline Atuhiire, acknowledged that a relatively small number of youths in the district have benefited from PDM funds. However, she clarified that this is not due to discrimination but rather the failure of many youths to form enterprise groups as required by the program guidelines.

She revealed that, so far, at least 2,822 youths in Rukungiri district have received PDM funds, with many others still benefiting. She encouraged more youths to take the initiative, form groups, and meet the necessary requirements to access the funds.
