RDC Mbarara, Turyabagyenyi Emmanuel Kateera, has instructed local council leaders in all villages to take charge as overall commanders in ensuring security, safeguarding government property, and preventing conflicts with village vigilantes combating crime and corruption.
Turyabagyenyi made this directive while presiding over the official opening of the Bubaare sub-county chairperson’s office at Bubaare sub-county headquarters in Kashari South, Mbarara district, a project that incurred a cost of 39 million Ugandan Shillings.
Expressing gratitude for the effective use of local revenue resources, RDC Turyabagyenyi commended Bubaare sub-county for acquiring eleven land titles, thereby safeguarding government land against potential land grabbers.
Turyabagyenyi praised the visionary leadership of Bubaare sub-county in Kashari South, Mbarara district, for optimizing government funds, particularly in the efficient utilization of COVID funds and local revenue for the construction of the sub-county chairperson’s office. According to RDC Turyabagyenyi Kateera, the well-planned Bubaare sub-county chairperson block will house the sub-county community development officer, the sub-county agricultural officer, and the veterinary officer, facilitating streamlined service delivery.
Turyabagyenyi urged the local leaders of Bubaare sub-county to convene in their councils and devise strategies for additional local revenue sources, both at individual homes and sub-county levels, to address challenges in supporting central government funding.
Addressing the ongoing spread of foot and mouth disease (FMD), RDC Turyabagyenyi stressed the importance of adhering to government prevention policies. He called on local leaders to identify infected farms and enforce strict restrictions, ensuring that neither the animals nor their by-products are allowed to move in or out, including milk.
Kabereebere Perez, the chairperson of Bubaare sub-county in Kashari South, reported that since the Bubaare Health Center Three received a medical doctor, the entire health and technical teams are now on duty, providing services to the community round the clock. He also noted some local council leaders’ reluctance to cooperate with technical workers for reasons unknown, an issue the sub-county leaders are actively addressing to find a viable solution.
