The Government of Uganda has introduced a nationwide technological system called the “ZAIDI app” to monitor the operations and effectiveness of the Parish Development Model (PDM) program. Major Edmond Turyasingura, Director of Communications at the Internal Security Organization (ISO), stated that the app aims to enhance transparency and accountability while addressing issues of sabotage and corruption during the program’s implementation.
The app, installed on the smartphones of Internal Security Officers (ISOs) and Gomborora Internal Security Officers (GISOs), allows for remote monitoring from headquarters. Training for GISOs and District Internal Security Officers (DISOs) on the app’s usage began last week at the National Teachers College (NTC) Kabale Resource Centre for the Kigezi Sub-region, with plans to expand to other regions after evaluating the pilot phase.
GISOs must enter details and photos of PDM beneficiaries into the app for easy analysis. Turyasingura warned that GISOs who fail to use the app could face a job loss, emphasizing that app access is restricted to phones configured by ISO top officials.
Kabale Resident District Commissioner Godfrey Nyakahuma and Kabale District Vice Chairperson Miria Tugume Akankwasa praised the app’s introduction, highlighting its role in creating accurate beneficiary records and addressing issues like ineligible beneficiaries, including civil servants and relatives of group chairpersons.
Geoffrey Kyomukama, LCV Chairperson for Rukungiri District, added that the app would help leaders combat corruption and ensure the smooth operation of the government program.
