The Western Regional Electoral Commission (EC) Supervisor, Robert Beine, has criticized stakeholders who interfere with the work of Returning Officers, warning that such actions undermine the integrity of electoral processes.

Beine made the remarks during a handover ceremony at the Ntungamo District Electoral Commission offices, where Charles Wafula officially handed over duties to the newly appointed Returning Officer, Honest Baguma. The event was attended by representatives from the Resident District Commissioner’s (RDC) office, media personnel, and EC sub-county supervisors.

In his address, Beine expressed concern over individuals in influential government positions who, he said, frequently disrupt the duties of Returning Officers and EC supervisors during elections. He noted that some officials misuse their authority to push personal interests, often issuing directives that conflict with established procedures. According to him, such interference creates confusion, wrangles, and unnecessary tension among stakeholders, ultimately affecting the smooth conduct of elections.

During the handover, Wafula thanked Ntungamo residents for their cooperation, unity, and support throughout his three-month tenure. He highlighted the collaborative efforts between district leaders and sub-county supervisors, which he credited for maintaining peace and harmony during the recently concluded general elections. Wafula urged residents to extend the same support to his successor to ensure continued effective delivery of EC services.

Baguma, who brings 15 years of experience within the Electoral Commission, has previously served in several districts including Sheema, Fort Portal, Kyenjojo, Rubirizi, Kira Municipality, and Kakumiro. In his remarks, he pledged to promote transparency, teamwork, and unity in the execution of his duties.

Ntungamo RDC Miriam Mugisha Kagiga commended Wafula for his dedication, describing him as hardworking, open-minded, and experienced. She attributed the peaceful campaigns and elections in the district to his leadership. Kagiga called on Baguma to work closely with district leaders and stakeholders to uphold transparency and strengthen public trust in the electoral process.
