Police in Rukungiri District are investigating the tragic murder of a two-year-old girl, Rachel Owembabazi, who was allegedly killed by her biological father, Musinguzi Willy, 37, a porter at a construction site and a resident of Nyamayenje A Cell, Ndorero Ward, Southern Division, Rukungiri Municipality.
According to police reports, the incident occurred on February 17, 2025, at around 5:30 PM. Investigations reveal that Musinguzi Willy had separated from his wife, Namutebi Zainabu Elizabeth, in January 2024. Following the separation, he remained with their two children—Ainomugisha Babra, 6, and Owembabazi Rachel, 2—who were under the care of their paternal grandparents, Koshaba Mauda and Turyahabwe John.
On the evening of the incident, while the children and their grandparents were inside their house sorting groundnuts, Musinguzi arrived and took Rachel to his home. Moments later, he returned carrying a panga while still holding the child. Upon reaching the compound, he placed Rachel face down and gruesomely slit her neck.
Her elder sister, Ainomugisha Babra, who had been watching from the doorway, was left in shock and ran inside to alert their grandparents. Their grandfather, Turyahabwe John, rushed outside and witnessed the horrifying act before informing his wife, who immediately raised an alarm.
Local residents, along with area chairperson Byomuhangi Medard, responded to the alarm, apprehended Musinguzi Willy at his home, and handed him over to the police.
Police officers visited and documented the crime scene, recorded statements from witnesses, and recovered the suspected murder weapon, a panga. Rachel’s body was taken to Rwakabengo HC3 mortuary for a postmortem examination.
Authorities have confirmed that investigations into the incident are ongoing.
ASP Maate Elly, the Kigezi Regional Police Spokesperson, urged the public to remain vigilant and report cases of domestic violence before they escalate into such tragic incidents.
