The Rukungiri Resident District Commissioner Steven Nsubuga Bewayo has arrested the Nyabiteete Parish Chief and Secretary on allegations of soliciting bribes to process Parish Development Model funds.
The two are Brenda Ayebare, Parish Chief of Nyabiteete Parish, Buyanja Sub County, Rukungiri District, and Penelope Kobusingye, the Secretary for Nyabiteete Parish Development Model enterprises.
Bewayo arrested them on Thursday during a general open meeting for all the Nyabiteete Parish Development Model members held at Buyanja Town Council hall.
Bewayo summoned the meeting following the numerous complaints received from the beneficiaries claiming that Penelope Kobusingye demand 50,000 shillings to speed up the transaction process.
The Chairperson Nyabiteete Parish Development Model SACCO Patrick Byamugisha revealed that their SACCO has so far received 107 million and the whole of it disbursed to the beneficiaries.
A member of the Nyabiteete Parish Development Model SACCO Pamela Agaba confirmed that the committee has been demanding money to register and process the disbursement quickly.
Tracy Asiimwe from the office of the Chief Administrative Officer Rukungiri, condemned the vice of misusing Parish Development Model funds on alcohol citing an example of those who are seen on social media drunk and others engaging in domestic violence after receiving the money noting that the money is a loan that should be paid back.
The Chairperson LC3 Buyanja Sub County Agaba Emmy Rubondo attributed the challenges faced under the Parish Development Model program to low knowledge of the program leaders due to insufficient sensitization noting that this served as an example for others to be careful.
Bewayo constituted a committee involving the Buyanja Sub County Internal auditor, Community development officer, and police officer to carry out audits and investigations so that if the accused are found guilty, be taken to court.
He reminded the Parish Development Model committees that they are working for the people for free and that whoever tries to extort money from the beneficiaries, will be dealt with accordingly.
