The outgoing Ntungamo Chief Administrative Officer, Mr. Mathias Ndifuna, has urged government accountability departments to ease pressure on local government civil servants, particularly by reducing threats of arrest, to improve service delivery.
Speaking at a send-off function held at the Ntungamo District headquarters upon reaching the mandatory retirement age, Mr. Ndifuna emphasized that team building, understanding the work environment, timely payment of workers, and filling recruitment gaps are more crucial for performance than excessive supervision and corruption investigations.
He noted that with staffing shortages in the districts and many employees handling multiple assignments, it is more effective to motivate workers rather than subject them to investigations when performance expectations are not met.
Ntungamo Resident District Commissioner (RDC), Ms. Lillian Ruteraho, urged local politicians to resolve internal conflicts and reduce pressure on civil servants, stating that few people are willing to work in the district under such conditions.
The district chairperson, Mr. Samuel Mucunguzi, pointed out that internal conflicts, negative talk, and cliques within the district administration were hindering self-development and overall district performance.
Mr. Ndifuna officially handed over office to Mr. Fedelis Kizza, the Deputy CAO, who was appointed by the Ministry on Monday as the Acting CAO for the district. Mr. Kizza has served in the district for the past 23 years.
Over the past three years, several civil servants, including those in the health, education, and engineering sectors, have been arrested in Ntungamo District following various investigations.
