Concerns have been raised regarding the recent appointment of members to the Local Government Public Accounts Committee (LGPAC) of Rukungiri District. A legal challenge has been filed, accusing the District Council of illegalities and procedural violations in the selection process.

The complaint, filed by two civic activists, Mr. Kamukungu Wilson and Mr. Kakuhikire Eliasaph, was addressed to the District Speaker, Rt. Hon. James Turyamubona. The petitioners claim that the Rukungiri District Council, under the Speaker’s leadership, passed a resolution on October 29, 2024, to confirm the appointments of five LGPAC members for a five-year term.

According to the petitioners’ legal representatives, the appointments were made without subjecting the selected individuals to the required scrutiny of the Finance, Planning, and Administration standing committee, as stipulated by Rule 104 of Uganda’s Local Government Standard Rules of Procedure. The failure to adhere to this legal requirement, the petitioners argue, renders the appointments unlawful and void.

The petitioners, who are advocates for the rule of law and democratic governance, have called for a review of the appointment process. They believe that the lack of adherence to established legal procedures compromises the integrity of the local governance system and undermines the principles of accountability and transparency.

This development has raised questions about the transparency and legality of decisions made within local government councils, particularly in light of the growing public demand for more accountability in Uganda’s political and governance structures.

The District Speaker has yet to publicly respond to the allegations, and it remains to be seen whether the petition will lead to further legal action or an official review of the LGPAC appointments.
