The Ministry of Education and Sports has interdicted from duty the head teacher of St. Robert Vocational Secondary School Rwamagaya Mr. Mirsiale Tumwebaze due to embezzlement of school funds and forgery of accountabilities.

According to the letter from the Ministry of Education and Sports dated 28th August 2023 signed by the permanent secretary Ketty Lamaro through the chief administrative officer Rukungiri district shows that the head teacher has been interdicted from office with immediate effect.

It’s alleged that while he was at school performing his duties, Mr Tumwebaze exhibited unprofessional behaviors in various cases like flouting procurement procedures and failing to pay staff their allowances, failing to manage disciplinary cases among students and staff which resulted in conflict and poor management and maintenance of school facilities. 

According to the letter, the above cases were found to bleach Uganda’s public service standing orders 2021 which is a dispute to the image of the public service in Uganda.

He was directed to be out of office to allow investigations to take place on grounds of professional misconduct.

Furthermore, the permanent secretary of the Ministry of Education and Sports directed the Headteacher Mr . Tumwebaze that he will be receiving half of his monthly salary until the case is disposed of and he is not supposed to travel outside the country without clearance from the ministry.

Furthermore, the letter directed Tumwebaze not to access the working duty station or the Ministry of Education headquarters without authorization from the ministry and the board of governors. 

He was also directed to remain accessible all the time for ease of communication in case he is needed to appear before the Ministry of Education and Sports Rewards and Sanctions Committee.

In the interest of justice,  Mr Tumwebaze has been directed to show cause and why disciplinary action shouldn’t be instituted against him and his defense should reach the ministry’s office within 14 days.
